Unfortunately no you cannot.

The Texas Secretary of State does NOT and will NOT issue apostille certificates on any vehicle title or car title issued from Texas or any other state or country.

If your vehicle title or car title was issued from the State of Texas, you can request and order a “certificate letter” from the Texas DMV (Department of Motor Vehicles). Contact information below.

Make sure you tell the Texas DMV that you need a state official’s signature/seal on the vehicle certificate letter and you need the letter so you can receive an apostille certificate on it. Once you get this signed by a state official DMV letter you can mail the original DMV letter to us or drop it off at our office to rush apostille for you.

The example above is shown in Spanish (it was to be used in Mexico) but you can request the letter to be issued in all English as well.
