Are all Texas apostille and
authentication certificates
issued in English?
Yes, the Texas Secretary of State does not and will not issue a state-level apostille or authentication in any language other than English.
They can and will however apostille or authenticate any properly notarized document in a foreign non-English language. But the actual Texas apostille certificate or Texas authentication certificate issued will always be in English.
