Who can issue an apostille certificate
or authentication certificate?

Only a U.S Secretary of State office in one of the fifty states or the U.S Department of State in Washington D.C can legally issue a state or federal level apostille and authentication certificate on any type of legal document.

Notaries, translators, lawyers, judges, accountants, embassies, consulates, and consular offices DO NOT issue apostilles and authentications.
