Do I need to create a shipping invoice
if I'm mailing documents to you or
from you outside the U.S?
If you’re shipping your legal documents from outside the U.S to us (Apostille Texas), or if we’ll be mailing your documents back to you or someone else that is located outside the U.S you usually are required by FedEx or UPS to create a customs invoice.
This all depends on the shipping courier you choose and what country (or even the specific area of the country) your documents are going to so ask the shipping company if you need to create an international shipping invoice or not.
