Are all federal apostille and
authentication certificates
issued in English?
Yes, the U.S Department of State does not and will not issue a federal-level apostille or authentication certificate in any language other than English.
They can and will however apostille or authenticate any properly notarized translated document in a foreign non-English language. But the actual federal apostille certificate or federal authentication certificate issued will always be in English.
